Non-Heedlessness Is First

The Ekottarāgama: "Among all wholesome merits of the 37 factors, non-heedlessness is first." Non-heedlessness — no laziness, no scattering, no self-deception — is the foundation. Without it, not a single step of 37 can be taken. This isn't moral advice; it's a structural prerequisite.
